Is this adjustable at the point where the metal neck bends at 90degrees and is it adjustable at the point where the shade joins the neck?
It's adjustable at both points.

Can I use Philips Hue E27 screw bulb that works with alexa on this lamp? Also does it come assembled because I am physically disabled?
The floor lamp is designed for an E27 base lamp - you would need to use this base type of bulb/lamp in the fitting. Unfortunately it does not come assembled, if you were able to visit us we could assemble for you. We are based three miles outside of Stamford in Lincolnshire.
